Can a highschool enforce a “No water bottle” rule because of an urban myth?

A private highschool is enforcing a rule in which student cant have water bottles full of water on their persons because an urban myth about heated plastic = breast cancer.

A. can a school tell a student they cant have water? I thought it was a human right to have clean water, wherever, and whenever they please.

B. Can a rule like this even exist without the proper proven facts of this “hollywood” urban myth.

to me its like saying your are not allowed in the sun during school hours because of the risk of skin cancer…
